Firmware Downloads

Whenever I attempt to download a firmware for my phone in order to flash it, it will start out at a low download speed then go up to about 3mb/sec and then drop down to 0 in about 10 seconds and then completely stop and never restart. It does this every time, no matter what flash setting I choose or firmware I choose. What is going on? I can't flash anything because no firmware will download past 1% if it even gets to 1%, usually only stays at 0%. Frustrating. I tried restarting my computer, checking for updates and installing if there are any.
